Overview:

The Health Practice Area at RTI International has an opening in its Aging, Disability, and Long-Term Care program for a Dementia Policy Analyst . This role will provide expert dementia focused technical assistance to federally funded grantees and federal agency program staff that includes consultation on program planning and evaluation, dementia service provision, grant reporting requirements, and other requests as needed.

This role also participates in research and analysis related to government health policies and programs. It includes opportunities to collaborate with senior research staff while developing an in-depth understanding of critical health policy issues and advanced methods as well as dementia-capable systems and supportive services for people living with dementia and their caregivers.

You will function as an integral part of a team providing analytic support and project coordination. The position requires excellent oral and written communication skills, strong interpersonal skills, data analysis experience, experience with community-based dementia services and the Aging Services Network and the ability to work successfully in multidisciplinary teams. This position can be fully remote from the Washington DC area, with a requirement of being on site at a minimum of 1 day per week at the Administration for Community Livings federal office in the DC area.

Responsibilities:
  • Provide 1:1 technical assistance to state governments and community-based organizations on delivery of long-term services and supports for people living with dementia and family caregivers.
  • Communicate with state and community-based grantees, community partners, researchers, consultants and state and federal agency staff.
  • Participate in project activities involving a variety of different stakeholders.
  • Contribute to and/or prepare portions of technical memoranda, proposals, reports, and presentations.
  • Lead literature reviews and environmental scans and synthesize findings.
  • Develop analytic reports and toolkits related to dementia and other topics.
  • Conduct virtual and in-person site visits, interviews, and other data collection activities.
  • Research policy issues and conduct policy analysis.
  • Lead qualitative and quantitative health services and health policy research activities.
  • Write reports, synthesize information, and create summaries of grantee progress.
  • Write contract or grant proposal sections with moderate level of technical complexity and gather background information to support proposal efforts.
  • Review and proof own and others work for accuracy and completeness.
  • Work effectively as part of a team of mixed levels of technical skills and experience, both mentoring and being mentored on project tasks.
  • Gain exposure to health care policy and health services research methods by attending internal RTI-sponsored presentations and learning seminars and job-related local workshops.

Qualifications:
  • Masters degree or PhD in Sociology, Gerontology, Public Health, Health Policy, Social Work, Public Administration, Psychology, or related field, with at least 7 years of relevant experience.
  • At least 7 years of experience in dementia program, practice or policy development and implementation.
  • Must be available to work on site at the Administration for Community Livings federal office in the DC area at minimum 1 day per week.
  • Experience conducting health services research, especially related to dementia, aging, disability and long-term care.
  • Able to synthesize content and summarize technical reports for government or other official use.
  • Qualitative analysis skills with experience leading focus groups or in-depth interviewing and other qualitative research software.
  • Quantitative analysis skills including experience with descriptive statistics, data manipulation, and coding.
  • A demonstrated interest in health services or health policy research.
  • Strong oral and written communication skills.
  • Ability to work independently and as part of a team.
  • Ability to manage multiple tasks simultaneously.
  • Excellent attention to detail.

Preferred Qualifications:

  • Experience providing technical assistance to community-based programs such as consulting with grantees on the development of their project activities and plans and related evaluation. Conducting virtual or in-person site visits. Facilitating meetings between grantees and the Administration for Community Living. Monitoring grantee progress and providing reports to the Administration for Community Living.
  • Knowledge of Administration on Aging programs, home and community-based services, Medicare, Medicaid, and long-term services and supports.
