Exempt; full-time; 40 hours per week; 8:00 a.m. - 4:30 p.m.; Monday - Friday; full benefits

This professional position is located within the Division of Energy and Environment's Department of Climate and Energy. This Department is largely responsible for administering projects and programs for our growing Climate and Energy (C&E) functions that meet the County Executive's initiatives for 1) the Climate and Energy Action Plan for internal operations and community-wide, to include greenhouse gas emissions inventories, GHG mitigation plans, Climate Risk and Vulnerability Assessment, and Resilience Plan; 2) Clean Fleet and Electric Vehicle Infrastructure; 3) Building Energy Performance; and 4) Clean Energy Procurement.

This professional position will oversee the Division's clean energy procurement program, developing and implementing strategies to meet the County government's goal to deploy 100% renewable energy for its electricity demand, including identifying and evaluating clean energy procurement options to meet Renewable Performance Standards (RPS). This position will manage County solar power purchase agreements, evaluate solar voltaic-supported microgrids for County facilities, and develop other clean energy recommendations for County operations. This position will also assist in the planning and implementation of community-wide clean energy initiatives such as developing community resilience hubs, expanding development of solar electricity generation countywide, and improving access to affordable clean energy for residents and businesses. Supervision may be given to staff; supervision is received from the Climate and Energy Manager.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions. For transfers and promotions, wage rates are calculated per County policy.

* Manage clean energy purchasing such as solar power purchase agreements (PPA), virtual power purchase agreements (VPPA), and Renewable Energy Credit (REC) purchases

* Prepare requests for proposals (RFPs) for consultants, following procurement rules and regulations and Division/Department requirements, evaluate technical and price proposals, and make recommendations for the award of consultant contracts

* Manage contractual agreements and related documents associated with consultant services, including amendments and change orders, and manage consultant task scopes, budgets and schedules

* Prepare feasibility studies, plans, specifications, and contract documents for in-house projects

* Coordinate with local, State and Federal government regulatory agencies

* Collaborate with other Divisions and external organizations to manage existing solar voltaic-supported microgrid projects at County facilities and evaluate other facilities for installations

* Manage contracts and purchases for electricity, natural gas, propane, and fuel; serve as the representative to the Frederick Area Cooperative (FACT) team for electricity procurement

* Manage initiatives to prioritize sites for community solar development throughout the county to improve resilience and meet legislative requirements

* Coordinate administration of the Commercial Property Assessed Clean Energy (PACE) loan program

* Investigate other clean energy opportunities for the County

* Assist in expanding the County's clean energy-related benchmarking, performance tracking, and reporting

* Establish project schedules and manage projects to stay on schedule

* Assist community organizations in connecting low- and moderate-income households with programs for affordable renewable energy

* Assist in preparation of the Climate and Energy Capital Improvement Program (CIP) and serve as project manager on specific CIP Climate and Energy projects

* Provide guidance to construction inspection personnel during construction of projects as needed

* Assist with development of relevant County policies, codes, and ordinances

* Assist in identifying and applying for federal and state grants, managing grant projects, and preparing grant reports

* Communicate, interact, and engage effectively with outside organizations to improve service delivery and cultivate community relationships; participate in outreach events as needed

* Prepare and present information to elected officials, the public, and other audiences

* Bachelor's degree in Project Management, Business Administration, Environmental Policy/Management, Environmental Science, Biology, Environmental Planning, or a related field

* Minimum 5 years of project management work experience, which must include at least 1 year of experience with clean energy project management and/or building energy purchasing and contracts

* Intermediate skills in MS Office Suite

* Possession of a valid automobile operator's license

* Ability to maintain County Authorized Driver privileges

* Ability to effectively manage a project from scoping through delivery and effectively administer multiple project assignments simultaneously

* Considerable knowledge of clean energy procurement, solar and other renewable energy technologies, and other topics related to the job responsibilities.

* Ability to accurately compile and prepare statistical data and reports

PREFERENCE MAY BE GIVEN FOR:

* Project management experience in local or state government

* Prior experience with equity and environmental justice work

* Possession of Project Management Professional (PMP) certification
